If your camera is already connected to a WiFi router but the router has no access to the Internet, you can connect your phone or computer with the same router to make it stay in the same local area network with your camera. Then you can set the camera record via different platforms. Please refer to the following articles for the setting:

Camera can still record when there's no Internet connection.
