1. Without NVR and router, a PoE camera can connect to your computer directly without internet
You need to use an Ethernet cable to directly connect your PoE camera to your computer. You may follow How to Connect Your Cameras Directly to the PC and Log in via Reolink Client to know how to access PoE cameras and NVR without the internet by connecting your devices directly.

3. PoE camera connects to your NVR directly Without Network
When the PoE camera connects to your NVR directly, you can live view and playback on your NVR system and also set motion zone/sensitivity/ record schedule on the NVR system, but you can't add this NVR system to your phone app or PC client locally or remotely.
